Rozzy is a proven coalition builder and results-driven leader with a deep understanding of the Harris County District Clerk's Office and the criminal justice system it supports. Her background in judicial operations, nonprofit leadership, community partnership development, and more than two decades of management prepares her to serve effectively from day one.

She brings more than 15 years of leadership experience, guiding teams, managing complex operations, and consistently delivering results in demanding environments.  Her leadership approach centers on accountable collaboration and measurable results. Rozzy recognizes that effective leadership is defined not by intention but by execution. 

Rozzy has served as an International Service Manager in the aviation industry, managing medium- to large-scale, multidisciplinary teams in a highly regulated, fast-paced environment. In that role, she led diverse teams, ensured operational compliance and safety, and coordinated complex workflows requiring precision, clear communication, and decisive leadership. This experience strengthened her ability to lead people, manage complexity, and maintain consistent service standards under pressure.

Rozzy is currently serving as a Revocation Hearing Administrator with the Texas Department of Criminal Justice, Board of Pardons and Paroles, a role she has held for the past four years. In this position, she manages and maintains sensitive, accurate records and recordings; coordinates revocation hearings; and works closely with hearing officers and attorneys to ensure proceedings are conducted accurately, efficiently, and in strict procedural compliance.

 

Rozzy regularly collaborates with local law enforcement agencies, district clerk offices, and district attorney offices across Texas, requiring constant coordination, accuracy, and adherence to statutory requirements. This role has provided her with direct hands-on experience in judicial proceedings, case management, due process, and precise reporting- core responsibilities of the District Clerk.

 

Through her daily work within the criminal justice system, she understands the critical importance of accuracy and procedural compliance, offering voters confidence in her readiness to serve effectively. This experience positions her to take on the role of Harris County District Clerk with greater confidence and efficiency.

 

Through her work with the Texas Department of Criminal Justice, Rozzy already operates within the same judicial framework, giving her immediate insight and professional credibility upon entering the position. 

Her deep understanding of the justice system, combined with a B.S. in Criminal Justice and a minor in Critical Race Studies from the University of Houston, along with a Master of Science in Leadership from Embry-Riddle Aeronautical University, equips her with strong business acumen, people skills, and proven management ability. together these qualifications make Roslyn "Rozzy" Shorter the strongest candidate to lead the Harris County District Clerk's Office.
